The Zero Draft Docunent
The zero document names the gaps in achieving the first commitments to sustainability. In addition, the Principles that are
being emphasized are:
People Participation.
Member States are called upon to recognize that broad public participation in decision-making and taking action for change are fundamental if any future development that sustains life on earth is to be achieved.
Global Partnerships.
These are needed because of the interdependency that exists among all people on this shared planet.
Green Economy.
A major theme of Rio+20 is Green Economy in the context of sustainable development and poverty eradication.”In the document the Green Economy is described as a means to achieve sustainable development. The draft warns that a green economy
should not repeat the mistakes of creating new trade barriers, imposing new aid and finance conditionalities on developing countries and widening technology gaps. They have and will limit developing nations growth.
Financing.
The document further acknowledges that new, additional and scaled up sources of financing need to be provided to developing countries to help them build their green economies. However, no specific sources are suggested.
Organization for on-going, effective sustainable development.
The ideas on this topic are many, indicating a serious need for leadership and accountability among nations if a sustainable future is to be secured for the coming generations.
Intersection of Issues.
The zero draft also seeks a common language/understanding. on the intersecting and critical issues of food security, water, energy, cities, green jobs/social inclusion, oceans and seas, natural disasters, climate change, forests and biodiversity, land degradation
and desertification, mountains, chemicals and waste, sustainable consumption and production, education, and gender equality.
Origin of the zero draft document.
ACompilation Document, that resulted from an extensive and inclusive consultation process invited all Member States, UN
system organizations, and Civil Society to provide inputs and contributions to the Secretariat by the 1 November 2011 deadline, six thousand pages of input were received.
The way forward.
The first set of discussions on the zero draft outcome document are planned for 25-27 January 2012 and 26-27 March 2012 at UN Headquarters in New York. These discussions will include both a general discussion on the whole document, as well as informal-informal negotiations on the document.
